James (Jim) Goggan has over 35 years of experience in the real estate industry. He has served as the Owner’s Senior Management, Project Management, Design Management and Construction Management on a variety of project types, including office, retail, industrial, hospitality and mixed-use development. Jim currently leads Woolpert’s Commercial/Retail work as Program Director managing client needs and expanding the firm’s full design and management services nationally. His extensive management experience includes over 12 years as Vice President/Director of Architectural and Engineering of his 20 years with Simon Property Group.

Organizational Leadership
Managed the Architectural & Engineering Department of the largest U.S. publicly traded retail real estate company in a manner which resulted in the organization consistently receiving the highest level customer satisfaction scores on surveys and surpassing shareholder expectations as based on investment analyst projections.
Enhanced Department’s productivity and accountability by collaborating, developing, and managing an on-line, real time Budget and Cost Management application to track, manage, measure, and compare Costs and Schedule risks for successful Project completions.
Directed and managed internal managers for major renovation in multiple projects from conceptual design to completion with responsibility for contracts, governmental and insurance approval, construction budgets, schedules, direct multiple contracts, procurement and leadership of Team.
Routinely prepared and administered project budgets, procurement, contracting and post audit reviews to achieve project success, control costs and enhance relationships with project stakeholders.
Asset Planning
Vice President, Architectural and Engineering for Simon Property Group with responsibility for development of over 200 new, renovated and expanded, lifestyle, regional and mixed-use retail centers throughout the U. S. (annual design and construction up to $650 M).
Implemented design guidelines that enhanced assets values, improved traffic patterns, better accommodated customer service needs, and increased revenues, while decreasing soft and hard costs.
Collaborated with executive team to develop a Strategic Plan for S&P 500 Index organization’s asset base growth from 114 income-producing properties to 320 in 41 states and Puerto Rico within a 12-year period.
Managed design processes for expansion and renovation of numerous national and international properties which received top awards for excellence in design and development from the International Council of Shopping Centers (ICSC), Urban Land Institute (ULI) and Superior Achievement in Design and Imaging (SADI).
Project Management
Forged networks and alliances with owner/investors, governments, contractors, operations and design staff to achieve common goal of completing complex projects to meet business objectives, budgets and schedules.
Directed multi-discipline design teams in multiple projects responsibility includes negotiating development requirements, entitlements, budgets, real estate approvals and construction encompassing all phases from conceptual design through openings.
Owner’s representative during design and construction on $120+ million, 1 million+ square feet developments in multi-markets; led major expansion of existing assets.
Managed design and construction of the redevelopment of an existing luxury retail store converting 20% of selling area into new private restaurants spaces each operating with independent building systems.
Owner’s representative for architectural design, retail tenant coordination, construction and opening of Houston Four Seasons Hotel (411 guest rooms; 129 executive condominiums) and Downtown Office and Retail Mixed-use project.
Innovative Solutions
Initiated environmentally sensitive design elements into owner’s commercial property design criteria emphasizing sustainable energy and usage efficiencies to achieve a 10% reduction in controllable costs.
Directed innovative planning process to mitigate environmental impact of development maximizing efficient use of space, materials, consumption of resources for costs savings and leading to repeatable cost-avoidance.
Managed team that created second-generation lifestyle commercial centers which evolved to million plus square foot, mixed-use facilities with integrated shops, restaurants, entertainment, residential/office space
